Adds Claude Code workflows to .github/workflows/

Copies the Claude Code workflows (claude.yaml and claude-code-review.yaml) into .github/workflows/. Requires a CLAUDE_CODE_OAUTH_TOKEN repository secret to be configured in GitHub for the workflows to function.
