Skip FTP download if no corresponding URLs are set

Pre-release of the Flusshygiene App “Version 2018”.
The scripts written by Wolfgang Seis and running since 2018 on KWB’s R server have been reviewed by Hauke Sonnenberg, refactored and put into this R package. This is a pre-release intended to be run for a certain test period. We will switch to version 1.0.0 once this version has been approved.

Added a NEWS.md file to track changes to the package.
